Background of the Study
Sanitation is a critical determinant of public health, and poor sanitation often leads to the spread of diseases, especially in rapidly urbanizing areas. The Federal Capital Territory (FCT), including its satellite towns like Karu, faces significant challenges in maintaining adequate sanitation standards due to rapid urbanization, population growth, and insufficient waste management systems. Mohammed Musa Bello, appointed as the Minister of the Federal Capital Territory in 2015, has introduced a range of policies aimed at improving sanitation and public health in the FCT. These policies include efforts to enhance waste collection, improve sewage systems, promote hygiene education, and address environmental pollution.

Karu, located just outside the capital city Abuja, has seen a rapid population increase as people migrate in search of more affordable living spaces. The rapid growth of the town has put immense pressure on sanitation systems, leading to challenges such as waste disposal problems, poor drainage systems, and inadequate sewage treatment. This study will assess the impact of Mohammed Musa Bello’s sanitation policies on the public health situation in Karu, FCT, examining the effectiveness of these policies in improving the quality of life and health outcomes in the area.

Statement of the Problem
The sanitation situation in Karu, FCT, remains a significant challenge despite various interventions by the government. Poor sanitation is a key factor in the spread of waterborne diseases and environmental pollution, leading to increased health risks for the population. Despite the introduction of sanitation policies by Mohammed Musa Bello’s administration, the effectiveness of these policies in improving the sanitation standards and public health outcomes in Karu is yet to be comprehensively assessed. This study seeks to investigate the extent to which these policies have succeeded in addressing sanitation challenges and improving public health in Karu.

Objectives of the Study

  1. To assess the effectiveness of Mohammed Musa Bello’s sanitation policies in improving waste management and sanitation in Karu, FCT.

  2. To evaluate the impact of sanitation improvements on public health in Karu, FCT.

  3. To examine the challenges faced by the residents of Karu in adhering to sanitation policies and practices.

Research Questions

  1. How effective have Mohammed Musa Bello’s sanitation policies been in improving waste management and sanitation in Karu?

  2. What impact have these sanitation policies had on public health outcomes in Karu?

  3. What challenges do residents of Karu face in maintaining good sanitation practices?

Research Hypotheses

  1. Mohammed Musa Bello’s sanitation policies have led to improved waste management and sanitation in Karu, FCT.

  2. The improvements in sanitation have had a positive impact on public health, reducing the incidence of sanitation-related diseases in Karu.

  3. Despite the policies, residents of Karu face challenges in fully adhering to sanitation guidelines due to factors such as limited infrastructure or awareness.

Scope and Limitations of the Study
This study will focus on the evaluation of Mohammed Musa Bello’s sanitation policies and their impact on public health in Karu, FCT. The scope includes assessing the effectiveness of waste management practices, sewage systems, hygiene education programs, and the general improvement of living conditions. Limitations may include the availability of comprehensive data on health outcomes and the potential for respondent bias in evaluating sanitation policies.
